船厂扩建可行性研究

9月6日, 2022 the Port 委员会 received the final results of the 船坞 Feasibility Study, 自2021年11月开始进行. 可行性研究, conducted by BST Associates in partnership with PBS Engineering 和 consultant Bud Shoemake, is a comprehensive study of the recreational 和 commercial fishing fleets 和 the northwest coast haul-out market conditions. The goal of the study is to develop a plan for the 船坞 和 东系泊盆地 guided by the Port’s mission statement:

The Port of Astoria seeks to generate economic growth 和 prosperity in a safe 和 environmentally responsible manner for its citizens through the creation of family wage jobs 和 prudent management of its assets.

Proposed preliminary infrastructure improvements at the 船坞 include an environmental building, 升级电力基础设施, 以及覆盖的存储和工作空间. The Port will begin with early wins to improve the user experience. 8月16日, Port 委员会 workshop session the 委员会 approved a commercial-grade restroom 和 shower trailer for boatyard users. 船坞 improvements will be ongoing.

The key finding for the 东系泊盆地 is that the moorage revenue generated by any of the alternatives will fall far short of that needed to pay for improvements. It may be in the Port's financial interest to solicit proposals for a public-private or public-public partnership(s). Other public or private parties may have concepts for using a portion of the basin, 和, 最重要的是, bringing additional funding sources to the table. 

Background

The 船坞 is a consistent 和 profitable enterprise for the Port. The 船坞's prime location along the Central Waterfront, 电流大小/足迹, 88吨的海运运输, 和 close proximity to Englund Marine are all attractive advantages to those wishing to renovate, construct 和/or maintain recreational, special use 和 commercial fishing vessels. The Port's self-service policy also provides an advantage to vessel owners seeking autonomy 和 competitive pricing throughout construction 和 maintenance processes. 

Though the boatyard is a consistent performer, its service size 和 scope of services are limited by the historically restricted footprint (4 acres), limited capacity boat lift (88 ton) 和 lack of covered shop space. However, the loss of log exporting has opened up Pier 3 to other potential uses.

An additional 12 acres would provide an excellent footprint for an exp和ed operation, allowing for an 800 to 1200-ton lift, 有盖维修空间, offices 和 exp和ed washdown facilities. The Port receives consistent requests from vessel owners looking to haul out vessels that cannot be h和led with existing Port equipment. 同样的, the Port receives many comments 和 requests to add maintenance building 和 infrastructure that could allow project work to continue through Astoria's wettest 和 windiest seasons. The 船坞 at Toledo is a good example of the type of boatyard expansion that may be realized in Clatsop County 和 the economic benefits that it may provide to the community.
